What is an HSN code?

HSN stands for Harmonized System of Nomenclature — a globally accepted way of classifying goods, developed by the World Customs Organization. Under GST in India, every product is mapped to an HSN code, and that code determines the GST rate that applies to it. Indian HSN codes go up to eight digits: the first two digits are the chapter, the next two the heading, the next two the sub-heading, and the last two the tariff item. The more digits, the more specific the product.

What is a SAC code?

Services are classified using a Services Accounting Code (SAC) instead of an HSN code. Every SAC begins with 99, followed by digits that describe the nature of the service — for example, accounting and bookkeeping services fall under 9982, and IT consulting under 9983. Like HSN codes, SAC codes appear on your GST invoices and in your GST returns.

When is the HSN code mandatory?

From 1 April 2021 (CGST notification 78/2020), businesses with annual aggregate turnover up to ₹5 crore must show a 4-digit HSN code on B2B tax invoices, while those above ₹5 crore must show a 6-digit code on all invoices. For exports and imports, the full 8-digit code is required. The same code must be reported in the HSN-wise summary of your GSTR-1.

GST rates under GST 2.0

After the 56th GST Council reforms, the slabs were rationalised to 0% (nil), 5%, 18% and 40%, effective 22 September 2025. The old 12% and 28% slabs were merged into 5% and 18%, a 40% slab was introduced for luxury and sin goods, and a few special rates continue — 3% on gold, silver and jewellery and 0.25% on rough diamonds. Tobacco and pan masala remain on the earlier 28% plus compensation cess until separately notified. Need help classifying your goods or services?
