Revised MSME Classification (Effective 1 April 2025)
In the Union Budget 2025 the government raised the MSME limits – investment thresholds by 2.5 times and turnover thresholds by 2 times. Classification uses a composite criterion, so both conditions must be met:

Udyam Registration is the official online process to register a business as a Micro, Small or Medium Enterprise (MSME) under the MSMED Act, 2006. It is free, Aadhaar-based and self-declared, and on completion the business receives a permanent Udyam Registration Number (URN) and an e-certificate with a dynamic QR code.
Effective 1 April 2025, a Micro enterprise has investment up to ₹2.5 crore and turnover up to ₹10 crore; a Small enterprise has investment up to ₹25 crore and turnover up to ₹100 crore; and a Medium enterprise has investment up to ₹125 crore and turnover up to ₹500 crore. Both the investment and turnover conditions must be met (a composite criterion).
Any business in manufacturing or services that meets the limits can register – proprietorships, partnership firms, LLPs, private and public companies, co-operatives and others. Retail and wholesale trade is also covered, and informal micro units can register via the Udyam Assist Platform.

Very few – mainly the Aadhaar of the proprietor, managing partner or authorised signatory, and the PAN of the business, plus a GSTIN where applicable. Investment and turnover figures are largely fetched automatically from linked PAN, ITR and GST data, and the registration is by self-declaration.
Registered MSMEs get access to collateral-free loans under CGTMSE, priority sector lending and lower interest, protection against delayed payments, preference in government tenders with EMD exemption, and various subsidies such as reimbursement of ISO, patent and barcode costs.
Buyers must pay registered micro and small enterprises within the time agreed – capped at 45 days, or 15 days where there is no written agreement. Under Section 43B(h) of the Income-tax Act, if a buyer does not pay within this limit, the expense is disallowed as a deduction until it is actually paid, which strongly encourages on-time payment to MSEs.
The Udyam Registration Number does not expire. However, the registration is linked to PAN and GST data and details such as investment and turnover are updated, so businesses are expected to keep their Udyam profile current each year to retain the correct classification and benefits.
The Udyam Registration Number (URN) is a permanent identification number issued to your enterprise on completing Udyam registration. It appears on the Udyam certificate along with a dynamic QR code and is used to claim MSME benefits, apply for tenders and access schemes.
Udyam registration is usually completed the same day. Once Aadhaar and PAN are verified and the details are submitted, the Udyam Registration Number is allotted and the e-certificate is generated almost immediately.
PAN is mandatory for Udyam, while GST registration is required only where your business is liable to register under GST law. If you are not required to hold GST, you can complete Udyam registration without a GSTIN.
Yes. Retail and wholesale traders have been included under MSME since July 2021 and can register on Udyam, which mainly makes them eligible for priority sector lending benefits.
The Udyam Assist Platform (UAP) helps informal micro enterprises – those without a PAN or GST – get formally recognised as MSMEs through designated agencies such as banks. It brings very small, unregistered units into the MSME fold.
MSME registration is not legally required to run a business, but it is needed to claim MSME benefits – collateral-free loans, tender preference, subsidies and the delayed-payment protection under the 45-day rule and Section 43B(h). For most small businesses it is well worth doing.

Udyam Registration replaced the older Udyog Aadhaar Memorandum (UAM) from 1 July 2020. It is fully online, linked to PAN and GST, and self-validating, whereas UAM was a simpler self-declaration; existing UAM holders had to migrate to Udyam.
Classification uses a composite criterion of both investment in plant, machinery or equipment and annual turnover. To stay in a category a business must be within both limits; crossing the ceiling on either investment or turnover moves it into the next higher category.
No. Export turnover is excluded when calculating turnover for MSME classification. This lets export-oriented businesses retain their MSME status even with high overall sales.
CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises) lets banks lend to registered micro and small enterprises without collateral, up to the prescribed guarantee limit. A Udyam registration is what makes your business eligible for such collateral-free credit.
A registered micro or small enterprise can file a delayed-payment complaint on the MSME Samadhaan portal, which goes to the Micro and Small Enterprise Facilitation Council (MSEFC). The buyer is liable to pay compound interest on the overdue amount, on top of the Section 43B(h) tax disincentive.
They are separate recognitions and a business can hold both.
DPIIT recognition gives startup-specific benefits such as the 80-IAC tax holiday, while Udyam registration gives MSME benefits such as collateral-free loans and the delayed-payment protection.
Yes. Proprietorships, partnership firms, LLPs, private and public companies, co-operatives and trusts can all register as MSMEs on the Udyam portal, as long as they are within the classification limits.
If your investment or turnover crosses the medium-enterprise ceiling, the business ceases to be an MSME and loses MSME benefits, usually after a transition period. While it grows within the MSME range, an upward change in category also comes with a short transition window.
Once registration is complete, the Udyam e-certificate can be downloaded any time by logging in to the Udyam portal with your URN and an Aadhaar OTP. The certificate carries a dynamic QR code that links to your verified MSME details.
